Organizational resilience and performance in Sahelian health districts: towards an integrated analytical framework adapted to Niger

Background: In the Sahelian context marked by recurrent health, climate, and security crises, strengthening performance and organizational resilience of health districts is a strategic priority. Methods: This study is based on a critical literature review and contextual analysis of institutional and strategic sources from Niger. The approach is qualitative and analytical, aiming to construct an integrated framework linking resilience and performance. Results: Findings highlight structural vulnerabilities—limited human resources, reduced accessibility, unstable financing—alongside opportunities for improvement, particularly community participation and local governance. The proposed model articulates resilience capacities (anticipation, adaptation, response, transformation) with performance functions (quality, accessibility, equity, continuity, efficiency). Conclusion: This framework provides researchers, practitioners, and policymakers with an operational tool to strengthen the resilience and performance of health districts in decentralized, fragile, and resource-constrained Sahelian settings.
